摘要

二十一世紀資訊社會的來臨,傳統知識素養已無法滿足國民與社會的基本需求。在多元文化的社會發展與Interent網際網路快速進步下,高等教育不單只是發揮知識的傳播,應如何培養學生具備獨立學習與養成終身學習能力,已是當前許多教育改革的重點。而圖書館學界適時推出資訊素養觀念,便是迎合社會時代的需要。資訊素養是指培育國民具備瞭解資訊的價值,對所需要的資訊能使用適當的資訊工具,有效地查詢、蒐集、組織、評估與利用。因此,如何培養大學生具備資訊素養能力,是當今大學教育應努力的議題。本論文探索資訊素養的概念及其教學理論,並嘗試運用於「資料蒐集與報告寫作」的課程設計與教學方法。

Abstract

Traditional literacy, which emphasizes on people's skills of reading, writing, and calculating, will not be sufficient for citizens in the 21st century. The information society/Internet intensifies the need for information literacy in higher education. Many academic libraries in college or university offer course-integrated instruction of information literacy program to fit the needs of educational reformation. An information literate citizen is a person who must be able to recognize when information is needed and has the ability to locate, evaluate, and use effectively the needed information. How to prepare college students to be infor¬mation literate is a crucial goal in today's higher education. The paper is not only reviews the educational information literacy models and applies information lit-eracy conception to design the course of " Data Collection and Writing Research Papers".

從美國各州資訊網路發展計劃展望我國大學圖書館未來發展之方向

摘要

美國NII計劃已促使美國各州資訊網路發展計劃快速進展。根據美國各州資訊網路計劃內容分析發現,美國欲藉由資訊網路克服地理時空限制,以擴大資訊服務範圍;而部份州立的資訊網路發展計劃是該州電信政策或計劃之一部份;計劃內容強調資源整合與州內資訊資源共享;重視經費的籌措;各州資訊網路發展計劃深具特色。建議我國大學圖書館未來應朝向早日完成自動化各種作業,組織資訊網路推動小組並研擬短中長期發展計劃,推動館際間網路資源共享計劃,確立長期發展所需經費,及加強館員在職教育訓練等發展方向。

Title Perspective of Future Development of University Libraries in Taiwan From Reviewing the Contents of Web Connectivity in USA

Abstract

In United States of America, National Information Infrastructure has leading various states to develop their Web plan. From reviewing the contents of Web connectivity of 46 states in America, there are five features , including the expansion of information services through Internet; many states' Web plan being part of state's telecommunication developing plans or policies; emphasis on integrating and sharing state's information resources; the establishment of sufficient finances for Web development; and many special features available in states' Web plan. It suggests that university libraries of Taiwan in the near future should be: 1. to enhance library automation systems; 2. to organize committee to promote Web developing plan; 3. to extend library resource sharing through Internet; 4. to fund sufficient budget for long-term development; 5. to provide ongoing professional training and education for librarian.

網路男女不同乎?男女兩性網路使用者網路規範態度之比較

摘要

臺灣地區自民國84年開放網際網路服務後,至今已達到二百萬人上網的記錄,而今年三百萬人上網目標預計也將提前達成。根據國內外數次網路的調查顯示,兩性上網人數有明顯的差距。雖然女性上網人數逐年成長,但仍不及男性上網的人數。由於網路對促進言論自由與民主具相當的影響力,因此兩性間參與網路的情況,勢必影響社會參與、權利分享,及言論自由等民主社會應有的權利義務關係。當今所謂的網際網路民主化即指網際網路不受使用者之性別、宗教、種族、階級,與黨派之不同的情況下,提供一個公平使用管道與相同使用權利的環境。本研究擬從男女兩性網路使用的人數、上網時間、使用動機,及對網路規範態度予以比較與探討。

Title Attitude Differences in Terms of Gender on Internet Norms

Abstract

Since the Taiwan Network was initiated in 1995, the number of net users is growing very fast. There were two million net users in 1998 and there will be approximately three million in 1999. However, according to several Internet investigations, the number of male users and female users is dramatically unequal. Although the number of female users is increasing constantly, the rate of increase of female users is still much lower than males' Democracy in computer-mediated communications, such as Internet or cyberspace, must offer access and communication equally and without status constraints. This study, which is based on an online network investigation done in 1986, compares differences between male and female users in terms of status, motivation, information needs, and network ethics.
