台灣地區大專校院圖書館遷館關鍵成功因素探討

摘要

知識管理的發展使圖書館的服務多元化,加以近年國內大專校院設立或改制頗多,其圖書館服務亦需擴大或強化,使圖書館遷館工作(Library moving)成為管理的重點。管理不當,輕則反覆排架造成資源浪費,重者造成圖書資源的毀損,對圖書館經營是一項重大的挑戰;然國內外相關之研究卻甚少。本研究問卷調查臺灣地區162所大專校院圖書館,將理序自文獻的遷館工作內涵,包括遷館作業構面與遷館成效評量構面,採Likert五點量表供館務主管表述其經驗或觀點,並以統計軟體SPSS檢證與分析,探討遷館的關鍵成功因素。研究結果顯示,遷館工作之成效評量首重遷館時程、排架誤差,次為搬遷人力、搬遷經費與突發狀況等控制。館員認為影響遷館工作之最重要的五個作業依序為人力規劃、館藏規劃、搬遷方式規劃、空間排架準備、時程規劃。若以遷館工作的規劃作業、前置作業、執行作業與全員參與作業等四個作業構面而言,則以規劃作業最重要,是成功的關鍵。另,影響館員對遷館工作認知之差異來源為圖書館相關工作年資與公私立校院別。

Title Key Success Factors on Library Moving in Taiwan's Universities and College

Abstract

Academic libraries have been speeding up and extending their services on facultiesand students through the development of knowledge management. This has made librarymoving an unavoidable mammoth task and requiring a systematic approach. The keysuccess factor (KSF) for library moving should be emphasized, but few academic studiesin the literature address this issue. This research puzzles out some critical activities andkey criteria on successful library moving, and conducts questionnaire on 162 universityand college libraries in Taiwan. Librarian heads are asked to fill in their backgroundinformation and moving experience on the questionnaire. Their comments on movingactivities and successful moving, where having experienced or not experienced such aproject, are made by a five-point Likert's scale. Collected data will be processed by SPSSin order to identify KSFs. This study indicates that the key criteria for successful librarymoving, in order, are schedule control, book shelving control, manpower control, costcontrol, and emergency control. The critical moving activities are responsibility matrixmaking, inventory checking/future collecting, outsourcing, scheduling in the planningphase, and bookshelf preparing in the preparing phase. Furthermore, a librarian'sprofessional working years and whether the university or college is supported by thegovernment or by a board of trustees will indeed influence the importance ranking onmoving activities.

引進電子資源對學術圖書館組織的影響

摘要

近年來由於電子出版的興起,使得電子資源對學術圖書館的館藏發展造成極大的挑戰,當圖書館面臨這些新型態的資源時,應該如何加以選擇並將其整合到現有的館藏當中?又該如何提供服務?其中牽涉到採訪、組織整理與相關服務政策的修改,工作流程的變動,人員的配置與教育訓練,以及組織架構的調整。其中又以組織的調整最為重要,因為組織架構可事先將人員與資源做最好的分配與調度,使計畫得以成功並提供協調的機制。本文即在探討學術圖書館引進電子資源之後,對組織所造成的影響,同時舉例說明若干學術圖書館在面臨電子資源的衝擊時,如何調整其組織架構與人員配置,希藉此吸取相關經驗,提供國內學術圖書館參考。

Title A Study of Impact on Organizational Structure of Acquiring Electronic Resources to the Academic Library

Abstract

With the increase of electronic publications, electronic re- sources make a tremendous challenge to the collection development of academic libraries. How do libraries select these resources and incorporate them into the existing collection while offering services with such a brand-new type of resource? Things involved here include the amendment of acquisitions, information organizations and related service policies, the modification of work flow, the arrangement and training of personnel as well as the adjustment of the organizational structure. The adjustment of organizational structure is the most important item among these changes. The purpose of this paper is to explore the possible impact on library organization after the introduction of electronic resources to academic libraries. Experiences gathered from certain libraries on how they reorganized the administration structure had been provided as examples.

Many academic libraries are often faced with the challenge of developing and popularizing the use of an institutional repository. This paper discusses the various issues associated with providing repository services, and explores the current strategies and organizational activities employed by libraries when introducing them. It presents the experiences and results of the National Chengchi University libraries in handling the tasks of institutional repository development, promotion, and marketing.

臺灣地區大學圖書館進行知識管理相關活動之研究

摘要

二十一世紀是知識經濟時代,知識已成為組織機構中最重要的資源,即使大學這種非營利組織也開始關注知識管理的相關議題。圖書館是人類知識的寶庫,而大學圖書館更是大學的心臟,其在所屬大學導入知識管理相關活動時,應可扮演舉足輕重的角色。本研究採用文獻分析與問卷調查法,調查臺灣的大學圖書館進行知識管理相關活動之現狀與態度,研究者普查臺灣175所大專校院圖書館,回收有效問卷168份,回收率為96%。研究結果呈現從學校與圖書館的角度,受調圖書館對內部/外部/顯性/隱性知識之管理、知識交流、隱性知識顯性化等層面現在的表現與未來的規劃;此外,亦排序了圖書館主管認為在推動知識管理相關活動時之困難與阻礙因素。本研究期望使大學了解大學圖書館在知識經濟時代擔任全校知識管理中心之可能性,並使大學圖書館主管與館員了解其可能扮演的新角色。

Title A Survey of Taiwan’s Academic Libraries in Implementing Knowledge Management Related Activities

Abstract

The twenty-first century is the era of knowledge economy; knowledge is more important than ever for any organization. Universities are also beginning to pay attention to knowledge management. The library is the treasure of human knowledge, and a university library is the heart of the university. When the university implements knowledge-management related activities, the university library should play a decisive role. This study utilizes the methodologies of literature review and questionnaires to survey the current status and attitudes of implementing knowledge-management related activities in Taiwan’s academic libraries. The author sent out 175 questionnaires and there were 168 effective ones replied (the return rate is about 96%). The findings were presented from the university’s and library’s viewpoints, showing the current performance and future planning of the management of internal / external/ explicit / tacit knowledge, knowledge interchange, and the transformation of explicit to implicit knowledge. In addition, the difficulties and obstacles of implementing KM are also identified. The author anticipates the research results will help people realize the possibility of permitting the university library perform as a knowledge-management center, and help the library director and librarians of the university library understand their responsibility and new roles in this knowledge economy era.
