電子期刊

透過近年的電子期刊使用研究文獻可知，電機領域是使用電子期刊最頻繁的學科領域，而「從事研究」更為電機領域使用電子期刊的重要目的。本文透過半結構式訪談法訪問國立臺灣大學電機資訊學院15位教師，並從中分析電資領域教師的研究歷程階段、電子期刊在各研究階段所扮演的角色、以及電子期刊的使用經驗與建議等。研究結果顯示：(1)電機與資訊領域教師之研究歷程大致分為「發掘問題」、「了解相關研究」、「定義問題」、「尋求解決方案」、「設計」、「實作」、「結果分析」、「論文撰寫與發表」等八個階段；(2)電子期刊對其從事研究之重要性以及所帶來之幫助與影響隨研究階段有所不同；(3)電機與資訊領域教師搜尋電子期刊論文之管道多為網路搜尋引擎，而大多電機與資訊領域教師習慣印出電子期刊閱讀，且閱讀順序與詳簡程度皆有所不同；(4)電機與資訊領域教師使用電子期刊過程中之困擾主要有「使用介面」、「保存」、「收錄範圍」、「使用權」、「設備」、「權威性」六方面。

According to recent literatures on E-journal use, the most frequent users of E-journals are from the field of electrical engineering, with "research" their most important purpose of using E-journals. Through interviews with 15 faculty members of the College of Electrical Engineering and Computer Science (EECS) at National Taiwan University (NTU), this study analyzed the stages in their research process to understand the role of E-journals during each stage, and also found out the interviewees' experience with using E-journals and learned their suggestions. The results indicate that E-journals are one of the most important resources of research information for EECS faculty members, playing a different role in each stage of their research process.

期刊論文是學術溝通 (scholarly communication)的重要管道之一, 本文探討學術期刊的發展, 同儕審查制度和期刊的編輯與出版。網際網路的普及改善了資訊傳播, 而電子期刊的產生, 對於期刊論文出版的影響, 如投稿、同儕審查、著作權和榮譽的認定、以及來自傳統出版利益的糾葛, 這些都是本文想要探討的主題。

Journals are one of the most important ways for scholarly communication. The purpose of this article is to discuss the development of academic journals, peer review mechanism, and the system of journal editing and publishing affairs . The prevalence of the Internet, in particular the appearance of electronic journals , affects the behavior of authors, readers and libraries towards of disseminating information. Its impact for peer review system, authorship and the prestige and traditional publication profit for the publishers and vendors are also discussed in this paper.

近年來圖書館引進電子期刊館藏蔚為風尚，可謂建構並蛻變為電子圖書館的第一大步。本文旨在探討圖書館身處在新舊形態資訊交替之際，規劃電子期刊館藏的相關議題。首先分析電子期刊的成長狀況、特質與未來發展機會，接著就電子期刊對圖書館規劃館藏發展的衝擊與挑戰進行探討，再以歐洲的丹麥技術大學圖書館為個案研究，評析圖書館如何以「再造計畫」展開因應電子期刊的館藏發展策略，最後作者提出規劃電子期刊館藏發展應具備的視野。

Over the past few years, many libraries have begun to provide an electronic journal collection as an expansion trend. This represents a big step towards the construction of a basic plan for electronic libraries. The purpose of this article is to investigate the state of transition from the traditional information service to the new one, and the layout of its related electronic journal collection. Firstly, the article analyzes the growth potential, characteristics and future opportunities of electronic journals. It then explores the impact and challenges of such journals on the library collection management. Using the Technical Knowledge Center and Library of Denmark (DTV) as a study case, the article evaluates the library’s use of a re-engineering plan to unfold and confront the development strategies of the electronic journal collection. Finally, it suggests a vision for the development of a futuristic electronic journal processing system.

電子期刊發展至今已有10多年的歷史，這兩年更由於網路電子期刊的興起引起了廣泛的注意。電子期刊的發展雖已有相當的歷史，但在處理上仍有許多議題值得思考。本文將就網路電子期刊編目的相關議題進行探討。

The electronic serials have been developed over 10 years now and the network electronic serials have drawn lots of attentions. There are still many aspects of the cataloging of electronic serials have not had standard practice. This article will discuss some of the issues in network electronic serials cataloging.

本文旨在描述臺大醫圖近五年來進行期刊評鑑工作的經驗，而全文電子期刊的發展和館際合作系統與軟體的出現，使得圖書館對於期刊業務必須有新的視野和做法，諸如：直接向部分期刊出版社連繫訂購、議價事宜；順應各出版社的作業方式花費時間在線上註冊，以獲得電子期刊的帳號密碼；設定可使用之有效網域；時常更新與維護首頁上之電子期刊清單，並掌握使用統計以為訂購決策之參考等。筆者在檢視此一發展軌跡的同時，亦希望將所獲得之經驗加以分享，以期做為國內其他圖書館期刊館藏發展之參考。

This paper describes a librarian’s experience of assessing the journal usage and collection development within the past 5 years in the National Taiwan University Medical Library. All librarians nowadays should adjust themselves to the prosperity of full-text electronic journals and the efficient software and system that facilitates interlibrary cooperation. They may need to deal directly with the journal publishers and bargain for subscription of electronic versions, to follow new procedures to activate the right for online registration and set up the valid IP range, and to update constantly their webpages to make future policies for subscription in reference of statistic results. By examining this development, the author hopes to share experiences with other librarians in Taiwan area.
