從檔案目錄功能談我國機關檔案立案編目作業

摘要

檔案立案編目是各項檔案管理作業的基礎工作,檔案法施行已逾十年,我國檔案中央主管機關雖已明定相關作業規範,但機關實務作業仍常見若干問題,亟待檢討改善。為期我國機關檔案立案編目作業更臻完善,提升檔案目錄品質,本文首先由檔案目錄之功能論述檔案立案編目之重要性及彼此關聯,並闡述我國機關檔案立案編目作業發展現況與問題,最後則針對如何做好機關檔案立案編目作業提出幾點建議。

Abstract

Notwithstanding, The Archives Act has been promulgated for 10 years, however, there are a lot of problems regarding the quality of government agency records, arrangement and description that need to be improved. This article is organized as follows: the first part is to address the function of catalogs and the importance of archives, arrangement, and description. Also, the current development, problems of arrangement, and description of government agency records will be discussed. Finally, several suggestions of promoting records, arrangement, and description are proposed. In addition, the efficiency and quality of government agency records, arrangement, description, and catalogs will be enhanced.

國際與美加等國檔案編目規則探討

摘要

本文主要探討檔案編目規則在國際檔案學會、美國、加拿大、英國、大陸等國之發展, 了解其產生編目規則之過程與規則之內容。國際檔案學會與美國等四國發展檔案編目規則的模式可分為兩種模式: 由上而下的模式與由下而上的的模式。國際與各國檔案編目規則的內容各有其特色, 但沒有任何兩種規則是完全一致的。根據各國檔案編目規則之發展經驗, 作者提出三項具體建議供發展我國檔案編目規則之參考。

Title The Development of Archival Cataloging Rules in the International, United States, Canada and Other Countries

Abstract

This paper discusses the development of archival cataloging rules in the United States, Canada, Great Britain, and China. An analysis of the cataloging rules developed in these four countries discovered that two models were used: the top-down and the bottom-up models. Each country has developed its own unique archival cataloging rules, none of them are the same. The author offers three suggestions to develop an archival cataloging rule for Taiwan.
