大專校院圖書館績效指標重要性與可行性之研究

摘要

隨著大環境的改變,圖書館所要面對的挑戰漸增。為了使圖書館能符合讀者的需求,並在科技快速進步的衝擊下,持續提供高效與高品質的服務,實有必要建立績效評估的機制。本研究主要目的為研析出重要性及可行性較高之大專校院圖書館績效指標,並了解影響大專校院圖書館執行績效評估之困難因素,以供大專校院圖書館實踐績效評估的參考。本研究以全國大專校院圖書館為研究對象,利用王怡璇、劉宜臻、柯皓仁(2012)所歸納之大學圖書館績效指標,進行問卷調查,以了解大專校院圖書館績效指標之重要程度與可執行程度,共放發162 份問卷,回收109 份有效問卷。本研究重要發現總結如下:(1) 關於圖書館開放時間、館藏資源充分性與可得性、圖書館人力資源配置、館藏資源使用率、讀者滿意度、館際互借速度、參考問題回覆滿足率、經費等指標之重要程度較高;(2) 影響指標可執行程度的因素包含指標評估方式複雜、資料取得不易、績效指標達成不易等;(3) 時間與經費資源不足為國內大專校院圖書館實踐績效評估的主要困難。本研究依據研究結果提出以下建議:(1) 加強推動大專校院圖書館績效評估;(2) 舉辦績效評估研習與交流活動;(3) 全面施行全國大專校院圖書館績效評估。

Abstract

Facing a new century of highly competitiveness and challenges, libraries have to pursue distinguished service quality for meeting patron needs. Establishing a mechanism of performance measurement, libraries can continuously self-examine their service quality, and present their achievements to their patrons, parent institutions, and funding institutions. It is essential to have a standardized and universal guideline for the practical implementation of performance measurement. In view of this, this study aims at analyzing and developing a set of feasible performance indicators for academic libraries as well as comprehending performance measurement difficulties. Wang, Liu & Ke (2012) integrated existing library performance measurement standards (like ISO 11620:2008) and related projects (like BIX) to propose a total of 59 performance indicators. This study is a followup research of their study. Using a questionnaire survey, this study collected the opinions of academic libraries in Taiwan about the ideally important and practically feasible performance indicators. A total of 162 copies of questionnaire were distributed and 109 copies were returned. The research results are shown as follows. First, the performance indicators about library opening hours, the adequacy and availability of collections, librarian manpower allocation, collections usage, patron satisfaction, interlibrary loan speed, reference fill rate, and budget allocation were more important than others. Second, less feasible indicators possessed features such as high computation cost, difficulty to obtain data, and difficulty to accomplish good achievement. Third, time and budget were the primary reasons that academic libraries did not conduct performance measurement regularly. Suggestions for academic libraries were drawn, based on the conclusion of this study. First, the performance measurement for academic libraries should be promoted further. Second, more activities for librarians to learn about performance measurement could be conducted. Third, a nationwide performance measurement for all academic libraries should be implemented in the long run.

核心期刊館藏支援教師研究需求的評估:以中興大學圖書館為例

摘要

支援全校師生的教學與研究需求向來是大學圖書館責無旁貸的任務,然而綜觀國內外各大學圖書館紛紛面臨經費逐年遞減的窘境,嚴重侵蝕圖書館書刊經費的採購以及整體的經營與發展。因此為了將有限經費用在刀口上,評估並檢視現有的館藏資源強弱與缺失已是迫在眉睫的重要任務。本文作者以中興大學2012 年自然及工程等相關學科的師生投稿SCI 期刊論文所引用的參考書目文獻為研究標的,分析中興大學圖書館核心期刊支援全校師生教學研究的程度。研究結果發現: 一、核心期刊館藏的使用率高於非核心期刊館藏;二、核心期刊館藏在支援本校師生的教學研究程度遠高於非核心期刊館藏。核心期刊的使用率以及支援校內師生研究程度均高於非核心期刊,顯示現階段核心館藏發展策略符合使用者需求。

Abstract
Supporting faculty research is one of the most crucial commitments of an academic library. However, public funding for higher education continues to decrease, seriously eroding the libraries’ purchasing power, as well as its general operation and development. Therefore, the evaluation of current resources and collections becomes an urgently important issue. The purpose of this study is to investigate whether the core journal collections of the library effectively support research for the National Chung Hsing University (NCHU) faculty. A citation analysis of journal papers published by science and engineering faculty in 2012 was used to assess the question. Our finding reveals that firstly, the usage of core-journals is much higher than non-core-journals. Secondly, it indicates that core-journals support faculty research more effectively than non-corejournals in the cited references for articles published by NCHU faculty.

摘要

傳統上大學圖書館最主要的任務是支援教學與研究,然而近年來我國各大學圖書館紛紛設置休閒氛圍之閱聽空間,吸引讀者入館。本研究首先回顧國外相關文獻,之後採用半結構性訪談法,以國內十五所大學圖書館的館內76 位使用者為研究對象,試圖從他們的觀點探索大學圖書館之休閒功能。研究問題包括:受訪者利用大學圖書館從事那些休閒活動,以及其休閒使用大學圖書館的原因、時機與感受。研究者建議大學圖書館要回應使用者的需求,開始重視休閒方面的功能,並期望研究結果能提供我國大學圖書館做為重新規劃空間與館藏方向時之參考。

我國大學圖書館大量採購電子資料庫普遍受到歡迎,但仍遭遇經費刪減與使用者不滿意的問題。許多大學圖書館希望了解使用者如何使用資料庫,與進行資料庫評鑑以為館藏發展、採購評選與推廣服務之參考。本論文旨在從支援採購決策觀點探討圖書館資料庫績效評鑑,將探討資料庫評選與採購問題,績效評鑑意涵,資料庫績效評鑑指標與模式建構,以及如何應用在資料庫採購評鑑決策。本論文運用疊慧研究法邀請來自17 所大學圖書館的22 位專家學者,發展出資料庫績效評鑑準則,涵蓋四構面及23 項指標,四構面包括:資料庫採購成本、資料庫使用次數、資料庫內容與品質、以及資料庫推廣與服務。

Many university libraries in Taiwan have purchased a variety of databases, but libraries have also encountered serious problems in the shape of insufficient funding and user dissatisfaction. Many libraries want to investigate how users use the databases and how to undertake database evaluation in supporting collection development, selection,and purchasing services. This article aims to construct databases performance evaluation
indicators and models in supporting databases purchasing and evaluation. The Delphi research method was used in the study with 22 experts of university librarians from 17 universities to develop database performance evaluation criteria composed of four dimensions and 23 indicators. The four dimensions included database procurement costs,
database usage, database content, and database promotion service.

線上遊戲在大學圖書館利用指導之應用

摘要

大學圖書館的任務在於支援教學、學習與研究,為使學生能善用資源促進學習,圖書館利用教育乃為大學圖書館重要工作之一。為吸引學生的學習興趣,早於 1980年代即有圖書館應用電腦遊戲以實施圖書館利用指導教育的例子,而現今在網路與數位科技已成為生活一部分的時代裏,遊戲更是年輕學子的最愛。有鑑於此,國立臺灣大學圖書館遂於 2011年推出「探索遊樂園」線上遊戲,期以寓教於樂的方式教導大一新生認識與利用圖書館的服務和資源。本文主要從圖書館實務工作的觀點出發,首先簡介美國各大學圖書館應用電腦遊戲或線上遊戲以實施圖書館利用教育的情況和實務案例,繼而以國立臺灣大學圖書館推出的「探索遊樂園」為例,敘述其建置過程、遊戲內容的教學設計及粗淺的讀者使用調查結果,試圖經由工作上的實務運作,探討以線上遊戲方式來實施圖書館利用教育是否能達成吸引學生興趣之目的,並將此實務經驗提供給圖書館界同道參考。

Title Library Instruction through Library Games in Academic Libraries

Abstract

Teaching undergraduate students how to use the library is one of the important tasks of academic libraries. To attract freshmen to participate in a library instruction program or information literacy program, there are many university libraries that have designed computer games, web-based games, digital games, or online games in the United States of America. In September 2011, National Taiwan University Library released a new e-learning course called “NTUL Wonderland” for incoming students’ library instruction program. This article introduces several cases of using online games for teaching information literacy and library skills in American universities, and then, describes the development, implementation, and users’ satisfaction survey of “NTUL Wonderland” at National Taiwan University.

Title The Difficulties of Audiovisual Services in Academic Librarianship in Taiwan: from the Perspective of Two Operation Guidelines

Abstract

According to the "Guidelines for Media Resources in Academic Libraries" and "Guidelines for Audiovisual and Multimedia Materials in Libraries and Other Institutions" which are proposed by ALA and IFLA respectively, libraries may design and provide their audiovisual services with these guiding principles. However, the content and manipulation of services would be varied in librarianship due to the worldwide dissimilar conditions. From the perspective of these two guidelines, this article discusses the administration of audiovisual services in Taiwanese librarianship. Especially, it focuses on difficulties that academic libraries have to overcome, including organization of audiovisual services department, cultivation and continuing education of librarians, cooperation between library and intramural units, integration of audiovisual services into curricula, preservation and classification of audiovisual materials, and interlibrary loan of audiovisual materials among academic libraries.

遠距教育改變了高等教育的形態,遠距學習者在茫茫網路大海中探索,亟需圖書館服務。但受限於網路環境與學習型態,圖書館對於遠端使用者很難提供與對校園師生相同服務。因此,美國學院與研究圖書館學會(ACRL)多年倡導遠距學習圖書館服務的觀念,屢次研訂相關指南,以及進行全國大學圖書館遠距學習服務調查。本文旨在研究美國大學遠距學習圖書館服務的理念與經營;首先,探討大學遠距教育的發展,並瞭解遠距學習社群的特色與需求;其次,析述遠距學習圖書館服務的意涵與要件;復次,以美國三所大學圖書館個案說明遠距學習圖書館服務模式。最後,他山之石可攻錯,藉重美國遠距學習圖書館服務成果對我國未來發展提出建言。

Distance education has been a major force in shaping higher education. As distance learners need strong learner support systems outside classroom time, the methods of providing two-way communication such as counselling, coaching, and library services have been developed. This article mainly discusses the development of distance learning library services of higher education in the U.S.A. It studies the philosophy and components of the distance learning library services with a detailed introduction of ACRL's Guidelines. Finally, it reviews the current status of distance learning services in American universities libraries as well as three case studies with detailed descriptions.
