圖書館組成聯盟進行電子資源的採購工作，應該可以節省有關作業所需的人力物力，並能獲得更好的使用條件及價格，但目前多數聯盟採購正面臨若干困難而降低了預期效益。在這些困難中，由於廠商過於重視利益，設計出複雜紊亂之計價模式和不平等的授權合約，成為圖書館必須解決的主要困境。本文認為聯盟得採用著作權法、圖書館法和公平交易法等相關條文，依法要求廠商配合修正計價模式和授權合約等不合理之處；同時亦要爭取行政院的支持和公平交易委員會之協助，期能促進聯盟採購之效益，保障圖書館永續經營的使命。

Consortia purchasing for electronic resources has been viewed as an effective way to save cost and labor, and also to gain more bargaining power. However, most consortia face the difficulties of complicated pricing models and unfair licensing agreements. The author believes that related regulations, such as Copyright Law, Library Law and Fair Trade Act, should apply when e-resource agents are requested to modify the pricing models and licensing agreements. It is also vital for consortia to gain the support of the government and assistance from the Fair Trade Commission in order to improve the efficiency of consortia purchasing.

RFID技術已經應用在圖書館的流通、盤點和安全管理的工作，惟因其產品功能與規格標準的繁雜多變，廠商的宣傳又僅限於正面功效，所以許多圖書館仍欲研究此技術的各項議題，再決定是否加以應用到有關的服務項目中。為協助圖書館瞭解建置RFID系統的方法，本文作者採用文獻探討和個案分析法研究圖書館應用RFID技術之過程，以及如何處理可能遭遇的問題。根據研究結果，作者認為圖書館若能得到經費支援和充足的人力，則可以對應用RFID技術展開可行性分析、系統規劃、系統建置、系統效益評估與滿意度調查等5個階段之工作；最後則對圖書館界發展RFID系統提出4項建議，包括應用RFID技術之目的是提升讀者服務品質而非精簡館員人數、增進系統的附加價值、進行RFID技術應用的專案研究，以及組成使用者聯盟。

Radio frequency identification (RFID) has been named as one of the ten greatest contributory technologies in the 21st century. The establishment of an RFID system in the Taiwan University Medical Library and related issues are discussed in the paper. The authors suggest that, with sufficient budget and manpower, RFID technology can be applied in libraries according to the five stages proposed in the paper. Besides, four suggestions on the development of the RFID system are made.

分類檢索是網路書店提供的重要查詢功能之一，由於每家使用的分類法皆不一樣，所以使得很多相同主題的書卻放在不同的類目下，造成民眾在連結兩家以上的網路書店後，進行查詢時會產生選用類目的困擾。本文認為我國網路書店可仿效圖書館界，使用中國圖書分類法做為相關檢索點採用的標準，再配合預行編目(CIP)的分類資料，即能達到一致性的查詢介面，增進民眾使用分類檢索的精確率。而網路書店的經營者在網路購書行為日益增多的環境中，實應主動整合目前各行其是的分類法，才能掌握更好的發展機會。

Classification schemes have served as one of the major searching functions of the online bookstore. However, because there are quite a few classification schemes being used among online bookstores, books of the same field are likely to be placed under different subject headings in different online bookstores. Consequently the searcher may have difficulties in selecting subject headings if he uses more than one online bookstore. The author suggests that local online bookstores may use the New Classification Scheme for Chinese Libraries as the source for search keys. Together with the use of the CIP classification data, search interfaces can, in this way, be more coherent and the accuracy in subject searching raised. Managers of online bookstores should aggressively integrate the various classification schemes being used in order to improve the service of the industry as a whole.

任何對組織產生不良影響，並且需要啟動危機管理的事件即是危機。以公立大學圖書館而言，某些服務政策導致師生之抱怨、讀者館員間意見不合之衝突，以及讀者在館內抵觸法律或文化之違規行為等皆有可能產生危機，造成諸如影響圖書館聲譽、降低服務品質、威脅館員讀者安全等負面效果。所以圖書館最好建立一套危機管理程序解決問題；此時，若有傳播媒體前來採訪，則必須執行這套程序中的新聞處理機制，妥善應付記者們在採訪新聞方面之要求。公立大學圖書館之新聞處理機制包括選擇與培養稱職的發言人、遵循法制以澄清錯誤報導和訂定完善的新聞處理規範等，俾能於危機形成而引起媒體注意時，妥善進行溝通互動，做好新聞處理工作。

An issue that results in negative effects against a certain institute and requires crisis management is considered a crisis. For public university libraries, a possible crisis ranges from policies that may arouse complaints from faculties and students, disagreement between users and librarians, to user behaviors that are against regulations. Those issues may turn out to be critical events that may lower the service quality of the library, threaten the security of librarians or patrons, furthermore damage the library's reputation. Therefore effective crisis management must be implemented in time. In the meantime, the PR (public relation) mechanism must also be turned on to meet the demands of the media. To deal with the media appropriately, the PR mechanism in public university libraries should include an competent spokesman, standard procedures in dealing with the media, and requesting clarification on incorrect reports.
