在我國檔案工作中，檔案價值鑑定是一項比較薄弱的工作環節。於國內尚缺乏檔案鑑定實施經驗，是為提升檔案鑑定與清理效能，本研究首先剖析我國檔案鑑定制度之設計與運作，再將我國的檔案鑑定制度設計理念與實施經驗與美國、英國、加拿大及澳洲等四國進行比較後，提出未來改進吾國檔案鑑定機制之策略，並進而推展至全國各機關據以實施。

This article discusses the improvement strategy of archives appraisal in Tai-wan. First, it introduces the design and operation of archives appraisal systems in Taiwan. Next, it compares the design concept and implementation of archives appraisal systems in Taiwan with that in other countries, including U.S., U.K., Canada, and Australia. Finally, it gives the conclustion and provides some suggestions for future research on this subject.

本文以文獻分析法分析系統評估之研究。首先介紹系統評估之標準、系統評估之方法、系統評估之大型實證研究，以做為電子圖書館評估研究之基本背景。其次介紹電子圖書館之評估研究，並將此部分之焦點集中於學者專家們所提及的電子圖書館評估指標。最後，並針對電子圖書館評估研究提出建議，包括系統評估宜從使用者角度進行評估、系統評估應考慮系統週邊人員之觀點、系統評估應廣及各層次之評估、系統評估應採用量化及質化兼具之方法及從事電子圖書館之使用者研究。

This paper uses literature review method to analyze system evaluation research. It introduces researches on system evaluation criteria, system evaluation methods, and some empirical digital library evaluation researches. Finally, this article suggests that digital library evaluations should consider both system and user perspectives.

本文從使用者角度評估臺大電子圖書館與博物館雛形系統，總計深度訪談20位受訪者，包括一般使用者及具有淡新檔案學科背景者各10位，藉以了解此兩群使用者對於系統之看法，並比較其異同之處。評估項目包含系統之瀏覽功能、搜尋引擎所提供之檢索欄位、網頁整理架構及組織、系統之主選項及未來期許等項目。

This article attempts to evaluate the prototype system of National Taiwan University Digital Library and Museum (NTUDLM) from the user's perspective. Twenty subjects are divided into two groups: ten with knowledge about the Tan-Hsin Archives, and ten without. The author compares the experience the experience and opinions of these two groups through in-depth interviews. Finally, the author evaluates system functions, including the index browsing function, the search engine, the structure of web pages, the access point of the prototype systems as well as addressing user's expectations for future improvements.

本文以廣東管理科學研究院武書連等學者所從事的《中國大學評價》為對象，探討《中國大學評價》之緣起與動機、評價指標、評鑑公式、評價結果、評價特點及改進之道等，俾使國內學術界對中國大陸大學評鑑有所瞭解，逕而以為卓參，並為國內大學評價帶來新的啟示與契機。

This study focuses on university evaluation in Mainland China conducted by Wu Shu Lian. It introduces the origin, purpose, evaluation indicators, evaluation formula, the advantages and disadvantages of Mainland China university evaluation in order to point out the blind spot of university evaluation in Taiwan, and give some suggestions for the future research.

不創新即死亡，是目前許多企業管理者的共識，也說明創新對於組織之重要性。本文擬以大學圖書館為對象，闡述組織創新如何運用於大學圖書館。首先，介紹組織創新之意義及內涵，其次，探討大學圖書館組織創新之因、內涵、需考量之因素、面臨的障礙及其成功之道。最後，作者認為，創新已成為圖書館時勢所趨之潮流，而大學圖書館若欲在未來學術傳播中繼續扮演重要角色，就需善用資訊科技及運用館內同仁創造力從事創新，以提供更好的使用者服務。

This article briefly discusses orginazational innovation used in the university library. Firstly, it introduces the meaning and content of organizational innovation. Then, it explores the reason, the content, the factor, the obstacle, and the success of organizational innovation implemented in the university library. Finally, it gives the conclusion and some provides personal suggestions for future research of this subject.
