圖書館電子資源投資報酬率評量研究:以南台科技大學為例

摘要

電子資源對大學圖書館使用者是最直接便捷的資訊取用途徑,且認為是圖書館應提供的重要服務。然而電子資源價格昂貴,大學經費日益緊縮,在有限的資源下,只依據使用者需求之概念性價值認定,圖書館難以在母機構爭取合理的經費訂購電子資源。若能分析電子資源的成本效益,證明其可為研究者及校方創造實際的價值,將有助於圖書館在經費預算上的爭取。本研究以南台科技大學圖書館為例,利用三種評估方法計算大學圖書館在電子資源的成本效益:一是利用假設市場評估法,調查讀者對於電子資源的願付價格以計算其投資報酬率;其二,參考MLA圖書館服務價值計算方式,以館際合作之文獻傳遞價格計算讀者使用電子資源的收益以求得投資報酬率;第三是參考伊利諾大學所提出的計算方法,以研究者使用圖書館電子資源撰寫研究計畫而獲得校外研究補助案的實質效益。研究結果發現,上述3種評估方法的結果均顯示,南台科技大學圖書館在電子資源的投入成本可獲得正面的經濟效益。

Abstract

Searching databases and subscriptions available online has proven to be the most expedient means for library users to acquire information needed. The library arguably bears such a mission to make available as much information online as possible. However, the cost for a library to upgrade and expand their e-services seems to be rather high, amidst school’s limited budget. Relevant ROI studies would apparently be needed to help validate the spending on a library’s online digital services. This research conducts the following three ROI assessments to investigate the case relating to Southern Taiwan University Library. First, using a contingent valuation method, a survey done to determine the ROI based on the fees users are willing to pay for e-services. Second, in reference to the service value calculator the Massachusetts Library Association uses, ROI is done based on inter-library loans and usage. Third, using the model of University of Illinois’s study in which e-resources has been proven effective for proposals to secure outside funding, ROI case in point is positive. The conclusion shows the positive economic value for Southern Taiwan University Library to invest on e-resources.

輔仁大學圖書館RapidILL使用分析與經濟效益評估

摘要

輔仁大學圖書館是從2008年5月下旬開始加入RapidILL,為更深入了解RapidILL的使用狀況,本文分析了2008年6月至2009年12月之電腦日誌檔,分析結果顯示這19個月期間的總申請次數為8,983次,其中教職員申請次數為1,839次(佔20.47%),研究所學生(碩士和博士)申請次數為6,367次(佔70.88%),其餘為大學部學生。由於最大的使用者族群為研究所學生,本文也進一步分析其系所背景,發現各研究所學生利用RapidILL的情況差異很大。在抑制期刊經費成長的經濟效益方面,98學年度已藉由RapidILL來完全凍結期刊經費的成長,初步估計約節省新台幣3百萬元。

Title The Study of RapidILL Usage Analysis and Economic Assessment at Fu-Jen University Library

Abstract

A 19-month period of log file, from June 2008 to December 2009, has been analyzed to understand the usage conditions of library’s RapidILL service at Fu-Jen University. The analysis reveals several important findings. Firstly, the total number of usage reaches 8,983 times, and graduate students and faculty (or staffs) account for 70.88% and 20.47% of the usage, respectively. Secondly, further analysis of graduate students reveals that there is a big difference on usage among departments. Lastly, in the aspect of economic assessment, an estimated 3 million NT dollars has been saved by curbing the expenses on journal subscriptions in the fiscal year of 2009 by utilizing of RapidILL service.

臺灣地區大學圖書館進行知識管理相關活動之研究

摘要

二十一世紀是知識經濟時代,知識已成為組織機構中最重要的資源,即使大學這種非營利組織也開始關注知識管理的相關議題。圖書館是人類知識的寶庫,而大學圖書館更是大學的心臟,其在所屬大學導入知識管理相關活動時,應可扮演舉足輕重的角色。本研究採用文獻分析與問卷調查法,調查臺灣的大學圖書館進行知識管理相關活動之現狀與態度,研究者普查臺灣175所大專校院圖書館,回收有效問卷168份,回收率為96%。研究結果呈現從學校與圖書館的角度,受調圖書館對內部/外部/顯性/隱性知識之管理、知識交流、隱性知識顯性化等層面現在的表現與未來的規劃;此外,亦排序了圖書館主管認為在推動知識管理相關活動時之困難與阻礙因素。本研究期望使大學了解大學圖書館在知識經濟時代擔任全校知識管理中心之可能性,並使大學圖書館主管與館員了解其可能扮演的新角色。

Title A Survey of Taiwan’s Academic Libraries in Implementing Knowledge Management Related Activities

Abstract

The twenty-first century is the era of knowledge economy; knowledge is more important than ever for any organization. Universities are also beginning to pay attention to knowledge management. The library is the treasure of human knowledge, and a university library is the heart of the university. When the university implements knowledge-management related activities, the university library should play a decisive role. This study utilizes the methodologies of literature review and questionnaires to survey the current status and attitudes of implementing knowledge-management related activities in Taiwan’s academic libraries. The author sent out 175 questionnaires and there were 168 effective ones replied (the return rate is about 96%). The findings were presented from the university’s and library’s viewpoints, showing the current performance and future planning of the management of internal / external/ explicit / tacit knowledge, knowledge interchange, and the transformation of explicit to implicit knowledge. In addition, the difficulties and obstacles of implementing KM are also identified. The author anticipates the research results will help people realize the possibility of permitting the university library perform as a knowledge-management center, and help the library director and librarians of the university library understand their responsibility and new roles in this knowledge economy era.

通識教育開放式課程數位典藏建置之研究

摘要

我國大學通識教育自民國73年發展迄今,在落實過程中常因缺乏通盤統整之通識教育規劃以及實務交流平台,導致在執行過程中流於閉門造車以及執行方向的失焦。自二次資訊革命之後,全球資訊網(World Wide Web)與資訊傳播科技(Information Communication Technology, ICT)的蓬勃發展,掀起了開放式教育資源運動的發展熱潮。以國際教科文組織為首的「開放式教育資源運動」以及以麻省理工學院為首的「開放式課程計畫」,在短短十年之間已經逐漸影響全世界的教育實踐方向。這一波潮流,不僅改變了教育機構政策面,也代表著人類近年來最大規模的專業知識分享運動。本文的目的,是希望揭櫫「教育部通識教育資源平台建構與永續發展計畫」建置之本土性通識教育開放式課程數位典藏平台—「全國通識網課程資料庫」(http://get.nccu.edu.tw:8080/getcdb/)的發展精神、建置過程及成果,闡明本研究如何整合臺灣通識教育資源以及參考近十年來國際性開放式教育資源平台發展經驗,成功建置具本土特色的通識教育開放式課程資料庫,並對於此一開放式課程平台的永續經營提出未來具體可行的永續經營與發展方向。

Abstract

Ministry of Education in Taiwan has appropriated significant new funding for programs building general education database as part of open educational resources (OER) in Taiwan since 2008. This paper gives a brief survey on the development of open courseware and OER based on local and international paradigms and general education pedagogy to build a domestic OER platform. General education has dominated Taiwanese universities for over 50 years; however, educators lack an effective communications-sharing platform among schools, institutions and the government. The rise of the World Wide Web and Information Communication Technology (ICT) offers new opportunities to develop general education pedagogy in Taiwan. In 2002, “National Digital Archives Program” was initiated as the first national cultural digital preservation project; later in 2003, the “National Science and Technology Program for e-Learning” was launched as the next revolution in open knowledge sharing. This paper introduces the process of implementing the Course Database of General Education TW project net, as well as the problems with carrying out this platform. Finally, this paper also proposes several aspects required for sustaining the Course Database of General Education TW project net.

大學圖書館員對圖書館建築規劃典型訊息之認知

摘要

業主與建築師在建築設計溝通過程中,常因雙方專業背景差異所產生之「資訊不對稱」現象,而導致雙方誤解對方的想法及企圖。本研究以問卷調查365位大學圖書館員,以確認性因素分析統計方法界定館員認知各類圖書館建築設計主題分類與屬於圖書館員或是建築師在意之範疇,對設計溝通資訊之分類方式,及建築需求書中呈現專業典型訊息之方法。上述典型訊息之合宜釐定,可協助圖書館員及建築師利用圖書館建築設計資訊進行合理的溝通,以及制定符合兩造需求之圖書館建築需求書。

Title University Librarians’ Cognition of the Typical Messages forLibrary Building Programming

Abstract

Misunderstanding of the partner’s ideas and intentions is quite a common condition in the design communication process between the client and architect, because of the “Asymmetric information” phenomena which come from different professional training for librarians and architects. Three hundred sixty five librarians are investigated with questionnaires. The statistic method – Confirmatory Factor Analysis method is applied for analyzing librarians’ categorization of the themes for library building design, as well as the themes, could be assigned to either the librarians’ or architects’ domains, and categorization of design communication information, and the presentation of professional typical messages into the architectural requirements for proposal. The appropriate defining of typical messages should form an effective communication base to help librarians and architects to set a good library programming to meet their needs.

追求最高品質的服務績效是圖書館界無止盡的努力目標。本文介紹國內外聯合目錄現況,藉以闡述各系統介面差異,作為北區區域教學資源中心圖書資源服務平台設計參考。繼之詳述「北區圖書聯合目錄」建置過程、設計理念、特色及功能。「北區圖書聯合目錄」以提供便捷之整合性查詢功能為訴求,使用者透過視覺化簡易線上操作,可獲得夥伴學校即時館藏資訊,快速檢索各館書目資料,申請館際互借,達到資源共享目標。

摘要

為推動遠距教學課程,並建立遠距教學合作與運作機制,教育部在 2008年開始推動大專校院通識課程數位教材推廣及教學應用計畫。此計畫包括「圖書資訊應用」、「資訊素養與倫理」與「資訊法律」等通識課程數位學習教材開發及課程實施計畫,期望發展一套完善的資訊素養教材內容,讓教師可以依課程需求搭配教學。本研究就「圖書資訊應用」數位教材之研發及課程規劃進行個案研究,分享該課程的設計架構與學生學習成果的評量,並對理想資訊素養課程應如何規劃做進一步的探討。

Abstract

Because of the need for designing suitable information literacy learning materials, Ministry of Education started to promote the development of e-learning materials and open information literacy courses for University general education. There are three learning material development projects, namely “Library and Information Utilization”, “Information literacy and ethics” and “Information Laws”. The aims of these projects are to develop a comprehensive information literacy learning material so that teachers can apply the material to their courses. This study describes the design of the learning material “Library and Information Utilization” and the learning outcome evaluation of this course. Finally, the suggestions for an ideal information literacy course planning were made for reference.

系友對系所教育之反應與就業工作滿意度分析

摘要

本研究以問卷調查輔仁大學圖書資訊學系畢業系友對於有關系所教育與工作能力相關之各項評鑑指標之反應情形。針對課程方面,滿意度平均值最高者為「系上所提供的上課空間足以滿足求學階段學習的需求」;最低者為「系所開課能滿足我的工作上的需求」。針對工作競爭力、適用性與滿意度分析,資訊素養方面的能力評分最高;而程式設計與外語能力方面的評分最低。圖書館與非圖書館工作者在某些項目之反應上有顯著差異。質性開放性資料亦提供改進之建議。

Title Analysis of Alumni’s Reflections toward LIS Education and Their Job Satisfaction

Abstract

To assess various aspects of LIS education and job satisfaction, a survey was conducted among alumni of the Department of Library and Information Science at Fu-Jen Catholic University. From a set of questionnaire items, with regard to “goal and curriculum”, “the space fulfilled my learning needs” was rated the highest, and “the courses offered satisfied my job needs” was the lowest. Among the items in competitive ability, job adaptability, and job satisfaction, “information literacy” was the most highly rated, and both “programming skills” and “foreign language proficiency” were the lowest rated for satisfaction. Comparison between library and other professionals, respondents’ reactions toward some of the items differed significantly. Open-ended suggestions for future curriculum design were also provided from qualitative data.
